Hong Kong Sets Up Unified Framework for Producer Responsibility Schemes

On 23 July 2025, Hong Kong's Legislative Council passed the 'Promotion of Recycling and Proper Disposal of Products (Miscellaneous Amendments) Bill 2025' - a big step forward in building a stronger, more consistent foundation for Producer Responsibility Schemes (PRSs).

Instead of creating separate laws for each regulated product, this new framework introduces a common structure that will apply across different product categories - like packaging, electronics, and more down the line.
So, What's Actually Changing?
This new framework is designed to:
- Set out clear roles for producers, importers, and recyclers
- Define the operational and enforcement mechanisms for PRSs
- Make it easier and faster to roll out new PRSs in the future through subsidiary legislation, rather than starting from scratch every time
In other words, Hong Kong is setting itself up for more efficient and scalable implementation of EPR across different product types.
What Happens Next?
The government will continue to work with industry stakeholders to fine-tune the details of each PRS. That includes things like timelines, compliance requirements, and how different players in the supply chain will be affected.
Before anything becomes law for specific product categories, the government will also consult the LegCo Panel on Environmental Affairs and the Advisory Committee on the Environment.
This gradual, consultative approach means that while the legal foundation is now in place, individual schemes will roll out step-by-step, depending on industry readiness and feedback.
